Elk season confusion

I've been reading the digest on Elk seasons and I'm a bit confused. There appear to be three seasons:
1) Elk (In Designated Elk Hunt Zones): Oct. 31 - Nov. 5, 2011.
2) Elk (Antlered or Antlerless) Outside of the Elk Management Area: November 7-12, 2011.
3) Special Elk Conservation Tag Season: September 1 - November 5, 2011.

However, it's unclear to me how the license/seasons match up. If I recall (but can't find in the guide) the Special Elk Conservation Tag Season is a separate drawing for a separate license (last year for this 2011 season?). However, I'm not sure if the one drawing for the 2011 tags allows those who get them to hunt in both the other two seasons or if those are separate entries/drawings.

Anyone have links to more information about this? I didn't see anything beyond the basics from the digest on the PGC website.

The special conservation tag is the tag that is a tag given to a conservation group to auction off to the highest bidder. That season is during the rut, and the "regular" elk season. There is only 1 hunter that will be hunting from Sept. 1 - Oct. 30.

The regular elk season runs from Oct 31 - Nov. 5..... That is the season for the tags that will be drawn in september this year for which you apply when you buy your license.

The "outside the management area" hunt is for those tag holders that were NOT successful during the regular season. They are NOT allowed to hunt within the regular hunt zones. It is kind of a second chance hunt for elk not within the normal hunt zones. I'm not sure if the conservation tag holder is allowed to hunt during this hunt.

So basically there are 3 seasons.

The first season has 1 hunter.
The second season has all the tag drawers, plus the 1 hunter (if needed) from the first season.
The third season is for the unsuccessful hunters during the second season, but is not in the elk hunt zones.
