What's the deal with no replies to classifieds? If someone has a question about a listing, there is a good chance multiple people do. It seems it would make much more sense for questions to be asked and answered publicly than through pm. For example, someone asked about the chambering of a 1911 listed for sale. That question (and its answer) are a very useful addition to the listing. I happen to know if is a 45 ACP. I could have answered the question while scanning the classifieds and the hassle of numerous private messages avoided.

I can understand that disallowing haggling over price and criticism of someone's listing publicly has merit but the reasoning behind a "no reply" policy escapes me. Is it to keep ads from staying at the top? That's the only thing I can think of but I can't see the necessity.

Yes, once a user replies, it gets bumped to the top and it isn't fair for other users.
There aren't any custom plugins for this.
Thus, the only solution to this is to have users PM each other.
