Thats a pretty complicated question..... It depends on a whole bunch of variables. If your question is, "can I sell a mount, from an animal that I legally harvested in the state of PA" the answer is NO. Waterfowl, or migratory birds that are not "pen raised", can't be sold anywhere.
i bought a license, shot the deer, tagged the deer, paid to get it mounted, I OWN IT...its not leased from the PGC, yet i cant sell it if i need the money to buy groceries..
( i think the PGC should pay my taxidermy bill then)

They have been Mike. The PTA has been lobbying for about 15 years to get antiquated laws like this off the books. However, it is not that easy. The USFWS and the general Law Enforcement community are very much against any commercialization of wildlife so the sale of ANY wild animal in ANY state is looked at very closely. Its simply too easy for someone to actually make a "business" out of the killing, mounting and selling of wildlife. Unfortunately, the unemployed family man that wants to sell his mounts to make his house payment gets covered by those blanket laws as well.
