Biting Flies Repellent ?

Does anyone know of a good biting fly repellent or home brew repellent ? I was in Sproul Forest over the weekend and among 4 different spray repellents , nothing seemed to work for longer than 5 minutes .

Skin So Soft works on the marsh green heads here in Delaware and Jersey! Those flies take a 1/4 pound of meat when they bite and Skin So Soft tames them. You smell like a French ____ but it works!!

Clothing soaked in Permethrin ahead of time is a good choice, but still not quite as effective as it is with mosquitos and ticks. But it's the best I've used so far.
