removing rust from barrel

I have an older LH model 1100 that my father gave to me. it has a small rust spot on the barrel. it is small in size, but raised. looks like a tick is sitting on the barrel. any suggestions on how to remove? i tried the oil and steel wool, but since it is raised I was afraid i would ruin the bluing on either side of the rust. need help asap.

use a rubber or plastic tipped hammer & tap on the rust spot. if the lump of rust comes off then the oil & steelwool trick will help. use lots of oil.
