Question for the Mauser guys

I recently was asked to look at an old 98.
The barrel code is 163/39.
I know the 39 is the year, but none of my reference material has the info. for the 163 code. Its either Arsenal or city, but none of my books list 163. Anybody know ?

I have a book titled "The Standard Directory of Proof Marks" by Gerhard Wirnsberger published in 1975 that lists number code P 163 as being unknown. Here is a quote with regards to the unknown codes-

"Early during WW II, Allied intelligence sources discovered the code, and despite concerted efforts, were unable to break the code. Even after the war when tons of documents were unearthed, the entire list of codes was not found, and thus some of the codes are still unknown."
