I don't have any suggestions for you in Pa or Maryland but I have been on guided waterfowl hunts in the New York finger Lakes region for geese and ducks several times the last 16 years. Canada Geese are never a problem but ducks(mostly mallards and black ducks) you had to hit it just right on the migration which was usually the first week of our PA deer season up there. I do know guys that have been up there in January and have done well IF there was warm spell for ducks. All hunts are in leased fields.
The last couple of years I've been traveling to Lake St. Clair in Ontario just east of Detroit and have done exceptionally well on canvasbacks, bluebills and a few puddle ducks like mallards, gadwall and blacks. If you want to shoot puddle ducks go in November and to shoot divers go late December or into January. In Canada your allowed to shoot 6 canvasbacks a day which we have done several times and as long as you have your paper work in order going into Canada was not a big deal.. You're hunting out of a boat up there so its extremely cold and not for the novice the later you go.
If your set on going east I've hunted the Potomac River in Virginia a couple of years with a guide that worked hard but just never had that much luck there. Hunting was from boats or blinds built out on the river.We did shoot ducks and geese but the other hunts described earlier were just better.
