Disagree, you are no longer paying taxpaying resident in PA you should not receive the same perks a resident does after you move away. Once again, it is a life time (RESIDENT) license, not a life time license.

Would that gentleman get his lifetime licence back if he moved back to Pennsylvania say after 2 years without paying for another lifetime license.

I don't know. Interesting question, I suspect he could after he was a bonefide resident for 30 consecutive days from the day he moved back. That would be a question to ask the PGC.
