IME- Rabbits will be sitting tight, and won't move until the dogs are right on top of them. Runs will usually be short in length- and they will limit their travels to either their well worn paths, or area with low snow levels (ditches, ect). I've only had a few full circles, before either hitting a hole, or crossing my path.
I've been out every day this week, and have had runs and seen rabbits each day. My area does not have a crust as John S. mentioned- but we have a good 12'' of soft powder.
