I live in southern Beaver County so I hunt the areas you're referring to when I'm sticking close to home. SGL 117 is fairly heavily stocked with pheasants so it's a good place to try. The area you saw is pretty good, but I'd recommend the fields off of Old Steubenville Pike and Haul Rd., including Hillman. There's also a large field of warm season grasses off of Miller Airport Rd. in Hillman that gets a healthy dose of birds (and hunters, of course).
SGL 285 in Beaver County gets some birds, but it doesn't have many fields so pheasants are limited (you might find some grouse though). I think SGL 173, just south of 285, gets most of the Beaver County stocking allocation, although it doesn't have all that many field acres either.
Personally, my recommendation for pheasants in Washington County would be SGL 232 near Taylorstown. It's got over a thousand acres of fields, virtually all of which are managed for pheasants. I just hope they get all the corn picked before this Saturday - it was murder out there in the youth season with the birds hiding in the corn.
You could also try the area called "The Glades" at SGL 95 in Butler County. It's near Moniteau High School. Lots of fields surrounding the lake there and they get a heavy dose of stocked birds.
