They do not reproduce successfully in PA unless they have the proper habitat to do so. At one time they did have the habitat. Virginia does not have the same soil type as PA, pheasant do better with a limestone soil, which PA has a lot of.
Cape Lookout NC used to have pheasant that were reproducing. Hunted them when I was in the USMC at Cherry Point. Not sure what the population is doing these days....
