I think that it was Kenya that banned hunting of elephants many years ago. The ban took money away from their conservation efforts. Thier elephant population took a nose dive due to poachers because there was no money to combat the poachers.
Another country in Africa did the opposite, and their elephant population thrived.
When there is incentive to preserve wildlife, be it on a fenced ranch, or in Africa, then man will see to it that populations thrive.
