A newbie wanting an Elk?

I am soon moving back to PA as a second retirement. What should I expect for a chance of drawing a bull tag?

You should expect to do nothing more than make your $10 donation in applying every year. And IF you do ever draw a license, thank your lucky stars because you bucked the odds.

You gotta pay to play. I've put in every year, and hopefully I'll draw one of these years. There's quite a few fellas here on HPA that draw every year, so it could happen.

I'd go to "Plan B'. Save your money and apply for the draw first season in Colorado. Your chance are very good in getting a tag depending on Unit applied for. I applied 7 times with friends and was successful 7 times and shot 7 elk. They continued to apply and have drawn for 14 years straight.
