sawed off antlers or normal growth?

Hey,

Found a dead deer yesterday out walking. It seemed pretty fresh, but picked clean. It was a perfect skeleton, minus the front two legs missing.

Anyway, what really caught my eye was the antler growth on top. I included a pic below. Is this something that's normal, or did someone saw off the antlers? both sides seemed like a clean cut right across the base of the antler.

The other side was similar, but covered in mud.

Definetly sawed off, but not sure why they sawed them off there and not at the base?

Is it legal to saw off antlers and take them without tagging the deer, regardless of the condition of the meat?

My understanding is if they're not naturally shed they would need a tag.
