Not a treasure but interesting Lincoln penny

My 8 y.o. daughter was going through our coin jar and found this little gem. It is a 2000 Denver Lincoln penny with what looks like the state boundary of Oregon and an "OR" stamp in the middle, just off of Lincoln's nose. A quick google search turned up nothing. Does anyone have any insight?

some of the metal detecting clubs in my area plant them with different numbers/symbols on them to see who finds them, when and where. Odd that there isn't a club name stamped on back though?

Ya know. As soon as you think you've found the million dollar penny, along comes Buzzkill.
