A fine PA Sportsman/Veteran needs our help HPA!

This was sent to me by a member of HPA and many of you may know Kim better than I, he is an HPAer and has done alot for us keeping the rights of our heritage strong.

Now he needs some help. Here is the message I received, please read it over and help Kim out if you can, HE DESERVES IT for all he has done in service to country and sportsmen.

Kim Stolfer is the Legislative Chairman for the Allegheny County Sportsmenís League (ACSL), Chairman of Firearm Owners Against Crime (FOAC), Vice chairman of PA Sportsmenís Association (PSA), Vice President Shooters Active in Firearms Education (S.A.F.E.) along with being a USMC combat veteran and Crew Chief of the last Marine helicopter to leave the American embassy in Saigon at the end of Vietnam war.

As many of you know, Kim Stolfer has been very active in the defense of PA hunters and gun ownerís rights in the political arena for over 25 years.

Kim made a lifelong commitment when he took his oath to defend the Constitution against all enemies, foreign AND domestic. He dedicated untold thousands of hours to fight against infringements to our Constitutional rights as an unpaid volunteer, especially when anti-gun politicians attacked your rights.

Kim now needs your help.

Kim is very ill right now.

Kimís health is suffering as his liver is failing; the medical treatments expenses are exceeding the insurance coverage.

Was saddened to recently hear about Kim's plight and I am encouraging all to contribute and add their prayers.

In addition to his long involvement with any and all Second Amendment issues, Kim was also instrumental in the long fight to get PA's Castle Doctrine legislation passed.

Now he's enduring another, more personal battle and it's time that we lend <span style="font-style: italic">him</span> a helping hand.

This is a fantastic cause for an instrumental person in "our" world. That said, and it's only my opinion, this thread should be "pinned" to a few of the more high visibility forums on HPA, as this one gets glossed over by many.

Not sure if Kim was stationed at Camp Lejeune during his time in the Corps or not,(a lot of us were at one point) but there may be some help in covering his Medical costs through VA (in <span style="font-weight: bold">addition</span> to any other VA care already)for those Marines that have suffered diseases caused by the contaminated water there.

From the 1950s through the 1980s, people living or working at the U.S. Marine Corps Base Camp Lejeune, North Carolina, were potentially exposed to drinking water contaminated with industrial solvents, benzene, and other chemicals.

New health benefits
Under a law signed Aug. 6, 2012 Veterans and family members who served on active duty or resided at Camp Lejeune for 30 days or more between Jan. 1, 1957 and Dec. 31, 1987 may be eligible for medical care through VA for 15 health conditions:

■Esophageal cancer
■Breast cancer
■Kidney cancer
■Multiple myeloma
■Renal toxicity
■Female infertility
■Scleroderma
■Non-Hodgkinís lymphoma
■Lung cancer
■Bladder cancer
■Leukemia
■Myelodysplastic syndromes

■Miscarriage
■Neurobehavioral effects


Veterans already enrolled in VA health care, contact your local VA health care facility to receive care under the new law. Those not already enrolled should call 1-877-222-8387 for assistance.

Interesting piece of info on Lejuene.

My best friend since grade school and longtime huntin' bud, was "stuck" there for over three months after returning from Vietnam in '68.

He passed away in 2001 at the age of 53, after dealing with assorted ailments for about 4 or 5 years.

Besides Castle doctrine passage as Denny mentioned


Another big one that Kim worked on (helped draft the actual text) making LTCF permit valid during for self defense hunting or any title 34 activity was (HB 1845) NKA Act 131 from 2008 signed into law on Oct 17, 2008 plus other bills merged into this effort as outlined below

DNCR can not regulate License To Carry Firearm (LTCF) permits is PA state parks contrary to statutory law. (originally HB 1292)
This bill restricts the DCNR from regulating the possession of firearms by concealed carry permit holders or off duty law enforcement officers in PA state parks or any other area of their jurisdiction against state law.

Prohibition of governor from confiscating Firearms or ammunition from Citizens during any disaster (like what happen after the Katrina hurricane) (originally HB 1145)
This bill prohibits the governor of PA from authorizing anyone from unlawfully taking of firearms or ammo away its citizens in times of any disaster or emergency situation.
As evidence, the accounts of what happened to the survivors of hurricane Katrina wherein the Governor of Louisiana disarmed the citizens who needed their firearms the most to protect themselves from the break down of all civil authority and protect their property from criminal looting and violent attacks. (There are currently no specific protections against this kind seizure of firearms in Pennsylvania law.)

Emergency issue LTCF (valid for 90 day) with a court order Protect From Abuse (originally HB 1160) .
This bill authorizes the issuance of immediate temporary non-renewable concealed carry license to qualified individuals in imminent danger for their lives. This license would be issued, by the Sheriff in the County of residence, only after the individual provides evidence of the imminent danger AND passes all the background checks necessary for the issuance of a regular license to carry firearms. Ė This is the one the PA Coalition Against Domestic Violence (anti-gun) really donít like this amendment and are fighting to remove it from bill

Provides for open access to PSP Records that are used in the denial of a firearms purchase so that a citizen can challenge the accuracy of criminal history records information (originally HB 1235) .
This bill provides a specific and regulated process for the state police to provide show just cause and provide documentation in a specifically designated time frame as to why an individual was denied the right to acquire firearms.
There is also a prescribed manor in where the individual citizen can challenge the accuracy of the state record. The burden to prove the accuracy shall fall upon that agency to prove its records are correct. If the challenge to accuracy is ruled valid, the individual also has the right to appeal the decision directly to PA the Attorney General for another review. If that review fails you shall have the added recourse of appealing to the commonwealth court. This is vastly superior to the current system of hiring a lawyer and paying legal fees to obtain the same information.
There are many more legislative efforts that Kim worked with Others and many groups by networking to pass laws for the enhancement of enjoy of your constitutional rights and Pennwoods experience.



On behalf of Kim and his family I also WISH to thank all of you for your generous donations and support.
IF you can do nothing else due to a tough economy, most of all PLEASE pray for Kimís recovery and healing of his body as this is where his hope lies now on, rather than the amount of paper money with different ink patterns printed on them.

Pa dingo is correct, His care should be taken care of.. the problem ithesystem is so backed up 2years or so , he neds to call the Purple heart veterans organization they help everybody and make stuff happen, they definately get it done. I retired 2 years ago from the Navy and just got my disbility claim settled at 100%, Good luck I will be donating.. NCCS(ss) ret.

Right on the money about he Purple Heart Veterans Organization, they do great work. This new law will make it easier for them to help. The next place they need to look at is West Fort Hood, TX due to massive Agent Orange problems there during the Viet Man era.

It has been a long wait but at 1:00 pm today surgery started. Kim is receiving a new liver from a

39 year old man from West Virginia . Pray for Kim, the doctors and the family of the donor.

Surgery should take 5 to 8 hours. The doctors said the condition of the liver was pristine.

I will try to let you all know when I get home tonight.
