Early Muzzleloader season

Was wondering when the early muzzle loader begins? I know that the PGC Rules say the 17th of Oct, but the Pennsylvania Outdoor News calendar says it begins on the 10th of Oct?

Which one is accurate?

The end coincides w/ the JR/SR anterless 10/22 - 10/24 which matches the 17th - 24th in the book...
